Dear Governor Davis:

Enclosed along with this letter is a letter drafted September 10, 2001, but not sent because of events of 9/11/01.

Massive heat extraction (MHE) technology and cryogenic ordnance (CO) airdrop packages developed for freeze collection of spilled oil when I was research director of a major oil company’s oil spill research program can put out fires better than water and without water weight build up which makes water problematic for high-rise fire suppression of large magnitude.

As the Forest Service under Clinton and Bush has refused to test drop CO devices out of cargo or water dropping air assets, even after the four deaths early this fire season in Washington State and events of 9/11/01, we are offering (free for testing) directly to states, counties and local fire agencies cryogenic ordnance packages for demonstration, testing and practice fire suppressions.

As governor, job #1 is public safety. Please ask the state fire agency (which has been asked to cooperate for the last four years, but refuses) to test massive heat extraction for fire suppression and property protection.

I am enclosing a copy of a recent letter to Chief P. Michael Freeman of the Los Angeles County Fire Department and Governor Leavitt of Utah.

We are hoping that you dear Governor Davis will take special leadership and immediate action (like you did in the vacuum of federal leadership in the energy crisis) this fire fighting season and while America is under attack to ask the California State fire fighting agency to test MHE technology and CO on high-rise fires, nuclear facilities fires, oil storage tank fires, oil tanker fires, oil spill fires, harbor facilities fires, refinery fires, forest fire hot spots and property protection in advance of fire front before more lives and property are lost because of a lack of effectiveness of water or water delivery systems.

Certain fires like tire dump fires, toxic substance fires where contaminated water runoff is a problem are usually left to burn themselves out can be put out quickly with MHE technology, but only if order them to be put out.

I will make myself available to your staff, designated fire officials, etc. to coordinate these tests and demonstrations of capability.
