Dear Bill Gates:

Thank you for receiving my previous letters?

Massive heat extraction (MHE) technology, cryogenic ordnance (CO) packages and helicopter gunship systems projection of MHE will be able to do what water can not-put out fires (high rise, forest fire hot spot, tire dump, electrical and residential houses) quickly, as well as freeze mud and fuel.

In addition to surface mud flow suppression (suggested to the Army Corps of Engineers to be looked at by Rumsfeld, but Dr. Sotirin informs me that I am not to talk with her technical people and they are not supposed to talk to me?), other applications have been possible for airborne MHE and CO for almost 10 years now, such as in Forest Service suppression of wild land fire hot spots, fire crew and property protection in burn over, oil spill and oil spill fire suppression by the Coast Guard, ship and valuable structure fire suppression for military and county fire departments as well as force hostiles out from barricaded structures by police agencies without associated fires, mortality or morbidity (hypothermia usually causes sleep before tissue damage).

Structure fires may be put out without water damage (accumulated water weigh) or contaminated runoff. Unfortunately, without your help,

you being the most philanthropic person in the world and support for Heal the Harbor, Inc. demonstrations of technology programs, no progress will be made in the area of oil spill remediation, toxic and valuable structure fire suppression and mud flow in earthen levee suppression.

I had a small $50,000 research and development contract in 1993 to develop MHE for (a major oil company) oil spills when a major oil company was planning to drill for oil in the Beaufort Sea in 1994.

Unfortunately, they did not find enough oil and these oil company leaders were replaced by accountants and lawyers. Apparently, oil companies do not care about reducing pollution and the Forest Service is only interested in justifying their current protocols and purchases from current vendors?

When you see a high rise or warehouse fire burning for hours or you see homes burned by wildfire or the environmental impact of an oil spill or the human misery caused when the levee breaks, please realize that this may be only happening because you do not care enough to fund the demonstrations projects by those who only want to do good and are even willing to work through a not-for profit, donating their time for the people’s good.

I am enclosing copies of some perhaps relevant previous correspondence.

With best wishes, I remain

Sincerely yours,

Tim Beck
Secretary of the Board
