From: Heal the Harbor’s Oil Spill and Climate Research Project August 22, 2001 Mr. John Carroll Dear Editor Carroll: I am sending out as yet another draft of a letter to Secretary of State Powell for his answer to Democrats on the Hill on global warming and hopefully as a “thought helper” on the Middle East problem. Enclosed also are copies of letters from the Navy group and Army group that Rumsfeld’s people referred my letters relating to massive heat extraction (MHE) technology and the development of cryogenic ordnance. The Navy salvage group has no budget? Dr. Sotirin at Army CRREL is discouraging. I went before the Coastal Commission at their meeting last week in Redondo Beach for my 3 minutes. I told them that the ought to be interested in new and better ways of oil spill remediation than dispersants use (Bush family in dispersants?) as we are going to get offshore oil wells and harbor water quality will benefit from improvements in oil spill remediation, anyway. Enclosed is a letter from Ellen Faurot-Daniels of the Coastal Commission Oil Spill Program (what do they do?). OSPR wants $100 to see if they will exempt (as a physical process-freezing-as the EPA has done) oil spill herding and freeze recovery.
