Dear Mr. Card:

Thank you for your letter dated June 10th in support of Heal the Harbor’s Earth Day Message (enclosed) in opposition to the Kyoto Treaty on CO2 emissions.

I have written EPA Administrator Christie Whitman several additional letters as Director of Tim Beck’s Research and Technical Services Company. One about 5 reasons why the sea levels are rising without any need to implicate thermal expansion of the oceans or worldwide melting of glaciers (see copy of letter dated May 29, 2001 enclosed) and another about 10 things which can be done about sea level rise without the need to limit CO2 emissions (see copy of letter dated June 21, 2001 enclosed). I wrote to her (see copy of Whitman letter dated May 2, 2001) the Heal the Harbor’s Earth Day Message sans the part about Project Stormfury II (a new NOAA project designed to reduce hurricane storm surge and wind velocity as well). In addition, I have even offered Whitman (copy of letter dated June 5, 2001, enclosed) a “truth squad” service of reviewing the scientific literature and pointing out the flaws in research designed to prove the “sky is falling” view that were funded when Bill and Al Gore were in office, but she has not accepted so far.

The purpose of this letter is to make a suggestion. Why not let Heal the Harbor, Inc. place four full-page advertisements in the leading Bonn newspaper one in German, one in English, one in French and one in Russian as translations of these letters, but sent by Heal the Harbor to EPA Administrator Whitman to be published the day that the conference is to begin?

In this way the U.S. Government does not have to get involved in “trying to sway opinion of the delegates”, but our message will still be gotten out.

There is just one little problem. Heal the Harbor would need a timely donation from some individual, foundation, company or corporation before we would be able to pay for such an expense.

So, Mr. Card, if you could make some calls (from your home and not the office), I would very much appreciate a timely donation to cover the costs of publication and translation. Perhaps the EPA could translate these correspondences, as they are now EPA property as well as public domain. In this way Heal the Harbor, Inc. could be used “to out flank the opposition on the Rhine and roll them all the way back to Kyoto”
